Enforcement offices are checking all businesses to check they have Waste Transfer Notices, WTN's. Businesses are obliged by law, section 34 of the Environmental Protection Act 1990 to evidence how they get rid of their business waste. Evidence is achieved by either using a commercial waste company like Biffa or First Mile or using a council commercial waste site, paying for waste disposed of, and retaining the receipts as proof of payment and disposal.
Enforcement officers will issue non-negotiable fines if black bags of business waste are put out for kerbside collection on residential collection days.

Even if you only use the free allocation provided by the BID, the waste provider will provide you with a portal that gives access to WTN information and disposal data. Businesses have a responsibility to set up their portal and password so they can download the information required when enforcement officers visit. Businesses are not legally obliged to have recycling and general waste contracts, but they will have to have compelling arguments for why they do not need both.
